Jason D. Rich was born in Cleveland, Ohio. He graduated from Cornell University in 1929, and earned a master's degree in social work administration from the Western Reserve University School of Applied Social Sciences. He then joined the staff as a social worker at the Council Educational Alliance settlement house in Cleveland, working there throughout the 1930s.
